New Uzbekistan: From Constitutional Reforms to Constitutional Stability

2025: A Year of Milestones

The year 2025 is marked by an exceptional concentration of commemorative and landmark anniversaries. It is particularly noteworthy that this year marks the 80th anniversary of the United Nations and the 50th anniversary of the Helsinki Final Act of the CSCE. At the anniversary 80th session of the General Assembly, the international community once again reaffirmed the need to transform the UN’s work identifying opportunities to enhance efficiency, revising the procedure for implementing mandates, and exploring potential structural changes and program restructuring.

On November 26, the Minister of Foreign Affairs of Uzbekistan Bakhtiyor Saidov met with Najy Benhassine, Director for the Central Asia region at the World Bank.

During the meeting, constructive discussions were held on sustainable development, socio-economic progress, and deepening cooperation between Uzbekistan and the World Bank.

On November 26, Minister of Foreign Affairs of Uzbekistan Bakhtiyor Saidov met with Lee Wook-heon, Special Envoy of the Minister of Foreign Affairs of the Republic of Korea.

The Special Strategic Partnership between Uzbekistan and the Republic of Korea has been growing in many areas over the last decades. Now, cooperation is entering a new phase of unprecedented dynamics driven by mutually beneficial and promising joint projects.

Salim Al-Khusaibi, a former correspondent of the prestigious Omani publication “Oman” newspaper, has composed a qasida in honor of Uzbekistan.

The journalist, who visited Uzbekistan with his friends in September this year, noted that he was inspired by our country’s glorious history, unique nature, rich culture, and the scientific heritage of our great ancestors.

On 24 November of this year, the Ambassador of Uzbekistan to the Sultanate of Oman, H.E. Abdusalom Khatamov, met with the Omani Minister of Health, H.E. Hilal bin Ali Al-Sabti. During the meeting, the sides discussed the current cooperation between Uzbekistan and Oman in the field of healthcare, as well as preparations for signing a document aimed at expanding collaboration in medical training, knowledge exchange, and the development of healthcare. Future initiatives intended to further strengthen the partnership for the benefit of both countries were also reviewed.

THE EDUCATIONAL POLICY OF NEW UZBEKISTAN IS OPENING NEW HORIZONS IN THE REGION

We are the luckiest children of our people. We are fortunate to see the days dreamed of by our Jadid ancestors and to build the future they desired. During the events of the seventh Consultative Meeting of the Heads of State of Central Asia, I was once again convinced of this.

On November 25, Minister of Foreign Affairs of Uzbekistan Bakhtiyor Saidov received the copies of credentials from Nasredin Ismatullo, the newly appointed Extraordinary and Plenipotentiary Ambassador of Tajikistan to Uzbekistan.

Uzbekistan and Tajikistan share common history, established allied ties, dedicated to further strengthening bonds of brotherly relations. Yet, the sides possess huge unrealized potential they have to altogether deploy maximum efforts to reach.

Uzbek Foreign Minister Bakhtiyor Saidov received Tajik Ambassador Abdudzhabbbor Rahmonzoda on 24 November as he concluded his diplomatic mission in Tashkent.

The meeting followed the appointment of a new Tajik ambassador by President Emomali Rahmon. Nasreddin Ismatullo, former first deputy foreign minister, will succeed Rahmonzoda.

8 December marks Constitution Day in the Republic of Uzbekistan - a date that holds a distinct place in the nation’s modern history. Adopted in 1992, the Constitution laid the foundational pillars of the country’s independence, the rule of law, and its democratic evolution. It set the trajectory for the emergence of a young sovereign state, defined the core principles of its governance, and charted the path toward building an open, peaceful, and humanistic society.
